D+B was part of the joint-venture team with Pennrose Properties for the $35 million Wellington Ridge redevelopment initiative. The overall revitalization was funded through a wide range of public and private funding sources, including federal public housing funds (HOPE VI), low-income housing tax credit equity, and a PennHOMES loan from the state allocating agency.

The project includes a total of 186 units: 86 family units, a 24-unit senior building, and 26 new homeownership units on the Wellington Ridge site, as well as the redevelopment of 50 units in the adjacent Highland Gardens neighborhood. Typical home purchasers earned 50% to 80% of area median income. The development also includes a charter school.
D+B worked closely with a marketing consultant on the implementation of the homeownership phase. As of 2017, the ownership interest in the rental properties was transferred to the Chester Housing Authority.
