The New York City Housing Authority (NYCHA) has partnered with D+B, Hudson Companies, and Property Resources Corporation (partnering as Boulevard Together Owner LLC) to undertake the RAD and Part 200 conversion and tenant-in-place rehabilitation of three public housing developments in East New York comprised of 29 buildings and 1,673 apartments, as well as commercial, community, and landscaped green spaces. The developments are all in the East New York neighborhood of Brooklyn – Boulevard Houses, Fiorentino Plaza, and Belmont Sutter Area Houses.
The Boulevard Together team will oversee critical infrastructure and capital repair needs following decades of disinvestment. The project’s $600 million of financing is provided by the New York City Housing Development Corporation and JP Morgan Chase. In addition to traditional funding, Boulevard Houses and Fiorentino Plaza are qualified to generate historic tax credits and Chase Community Development Banking is investing up to $140 million of Federal and State Historic tax credits into the project.
Improvements will include full apartment upgrades (including new bathrooms, kitchens, energy star appliances, lighting, painting, and flooring), façade and site improvements (entrances, parapet walls, 100% window replacement, roof replacements, building system upgrades and elevator modernization), exterior site work and community amenities (laundry, augmented landscaping with gazebos, seating, walkways, renovated playgrounds, outdoor gymnasiums, and community gardens). Additional priorities identified by residents will also be addressed – waste management, new units with ADA access, security, improved interior and site lighting.
On-site social services will be led by Brooklyn-based social service provider CAMBA and will include adult literacy, GED obtainment, work force training, and family services programming.
