Homestead Gardens is a three-phase redevelopment of a Miami-Dade County public housing site led by Duvernay + Brooks, Procida Development Group, and Calston Advisors.
The project will transform 150 existing public housing units into a 350-unit mixed-income community under the RAD program.
Phase I (Under Construction) – 162 units (81 RAD replacement, 81 LIHTC units) in four three to four-story elevator buildings
- Resident amenities include community garden and other outdoor green space, a gym, a community kitchen, and a resident lounge. Some units feature a balcony or patio
- Completion expected September 2026
Phase II (TML Homestead Residences) – A mixed-income development will occupy the southern half of the TML-owned site via a ground lease, with the northern half remaining the home of TML’s Homestead offices and community center.
- 100-unit off-site development in partnership with Touching Miami with Love, a faith-based social service organization
- Stairs, elevator cab, elevator lobbies, roofs, parking areas, parking lot entrances and other strategic locations will be monitored by security cameras. Entry to the building will be controlled by key fob access.
- Mixed-income units (50% RAD and 50% at 80% AMI)
Closing is scheduled for December 2026.
Phase III – 88-unit on-site development
All phases are being built above the base flood elevation and to NGBS Silver certification standards, with each unit equipped with its own washer and dryer, as well as its own independent heating/cooling system and hot water heater. Heating/Cooling will be provided by an individually controlled split system located within the unit. All phases are financed with tax-exempt bonds issued by the Miami-Dade Housing Finance Agency and 4% LIHTC. Bank of America is the construction lender and, through NEF, as tax credit investor for Phase I. TML Homestead Residences has been awarded County Surtax and Florida Housing Finance Corporation SAIL funds.
