Boulevard Houses, Fiorentino Plaza, and Belmont-Sutter Area comprise a 1,673-unit residential portfolio across 29 high- and low-rise buildings. Originally constructed between the 1950s and 1980s, the properties were redeveloped through a 99-year ground lease with the New York City Housing Authority (NYCHA) under the Permanent Affordability Commitment Together (PACT) program.

The project is a joint venture of PRC, The Hudson Companies, and Duvernay + Brooks (as Boulevard Together Owner LLC).

The development team completed extensive interior and exterior renovations, including:

    • Full apartment upgrades (kitchens, bathrooms, flooring, lighting, and ENERGY STAR appliances)
    • New roofs, windows, and elevator replacements
    • Structural improvements and upgraded stormwater systems
    • Comprehensive site work and new community amenities, including laundry facilities, landscaped seating areas, playgrounds, outdoor fitness spaces, and community gardens

Resident priorities were incorporated into the scope, including improved waste management, enhanced security, upgraded lighting, and the addition of ADA-accessible units. The majority of the work was completed with tenants in place, including full lead abatement to achieve lead-free status.

The project is financed through NYC Housing Development Corporation bonds and federal and state Historic Tax Credits, totaling approximately $600 million.

Financing closed in December 2020, and construction reached substantial completion in June 2024.

On-site social services are provided by CAMBA and include adult literacy, GED preparation, workforce training, and family support programs.
